This type of certificate is issued to students in Kurdish, Arabic, and English. A fee of 60,000 dinars is charged to the applicant for the approval of the Ministry of Higher Education and Scientific Research. This is done by filling out a special receipt.

The applicant can request more than one copy of the certificate. For the approval of the certificate by the Ministry of Higher Education and Scientific Research, 60,000 dinars is charged for the first copy. However, for any additional copies starting from the second copy onwards, a fee of 15,000 dinars is charged. This is also done by filling out a special receipt.

Its duties consist of receiving, issuing, and archiving all correspondence and documents that come into or are sent out by the Registration Directorate.
